Any other provisions of this title to the contrary notwithstanding,
the director may authorize, restrict or prohibit the parking of motor
vehicles in designated streets, or portions thereof, in the city if
the general welfare and safety of the citizens so require it, which
regulations shall become effective when appropriate signs or markings
are in place giving notice of the regulations to the public.

When authorized signs are in place giving notice thereof, no
person shall stop, stand or park any vehicle upon any street within
the city between the hours designated by the sign on any day except
Sunday for a period of time longer than so designated by the sign.
Each period of overparking for more than the period stated on the
time limit sign shall constitute a separate offense.

The director is authorized to install and maintain parking space
markings to indicate parking spaces adjacent to curbings where authorized
parking is permitted. When such parking space markings are placed
in the street subject to other and more restrictive limitations, no
vehicles shall be stopped, left standing or parked other than within
a single space unless the size or shape of such vehicle makes compliance
impossible.

Vehicles owned or operated by the city, and other vehicles as designated by the city manager, shall be exempt from the provisions of Sections
11.24.010 and
11.24.020.

No person, other than the director shall place or maintain any
sign purporting to regulate parking on public streets or alleys unless
granted permission to do so by the city.
