The council finds that in certain commercial areas of the city,
availability of merchant, office, public and other designated parking
must be balanced so as to assure adequate available parking for all
businesses, employees and customers. Such a balance of available parking
would be facilitated by a commercial employee permit parking program
as provided herein.

By resolution, the council may establish certain commercial
parking permit zones on streets within the city where employees of
certain businesses may be granted exemptions from general parking
restrictions. Such exemptions shall be evidenced by a valid permit
decal appropriately displayed on the left rear bumper or left rear
window of the permittee's vehicle. The director shall cause the placement
of appropriate signs designating such parking permit zones.

The police chief, or designee, shall issue such permits on a
yearly basis to any business owner within the 200 block of Vernon
Street for use by employees of the business exempting their vehicles
from the parking time limitations within the designated commercial
parking permit zones. The permits shall be valid for one year. The
permit application fee shall be in the amount determined from time
to time by resolution of the city council. The permit must be renewed
no later than January 2nd of the following year to remain in effect.

No person shall stop, stand or park a vehicle in a zone designated
for the exclusive use of vehicles which display the permit decal authorized
by this article unless such person displays a valid permit decal.
