Failure to enforce strict energy conservation requirements for new residential construction will lead to a potential increase in peak electrical demand of 1.5 to 2.0 megawatts for the City of Roseville electric utility.

Current estimates of the City of Roseville electrical supplies indicate that the city will exhaust available low cost supplies within several years and be required to purchase additional power at seven to ten times existing costs.
C.
The energy standards of this chapter are cost-effective over the life of the home and will help to maintain low electric rates in the city. The standards established by this chapter are also initially cost-effective, and they can be easily incorporated into residential buildings without additional redesign costs.
D.
Modification of the current standards of the Uniform Building Code is necessary because of the extreme summer heat experienced within the city which generates a high electrical demand for cooling purposes.
