A. 
Failure to enforce strict energy conservation requirements for new residential construction will lead to a potential increase in peak electrical demand of 1.5 to 2.0 megawatts for the City of Roseville electric utility.
B. 
Current estimates of the City of Roseville electrical supplies indicate that the city will exhaust available low cost supplies within several years and be required to purchase additional power at seven to ten times existing costs.
C. 
The energy standards of this chapter are cost-effective over the life of the home and will help to maintain low electric rates in the city. The standards established by this chapter are also initially cost-effective, and they can be easily incorporated into residential buildings without additional redesign costs.
D. 
Modification of the current standards of the Uniform Building Code is necessary because of the extreme summer heat experienced within the city which generates a high electrical demand for cooling purposes.

The energy conservation standards for new residential construction adopted by the California Energy commission on July 15, 1981, and found in Title 24 of the California Administrative Code, are adopted by reference. They shall be in effect in the city regardless of whether or not they are placed in effect by the state. A copy of the standards shall be kept in the office of the city clerk and the chief building inspector.

A. 
On the effective date of the ordinance codified in this chapter, any new construction for which an application for a building permit or renewal of a building permit has not been filed shall be subject to the provisions of this chapter.
B. 
If an application for a building permit was filed or a permit was issued prior to the effective date of the ordinance codified in this chapter, the applicant shall be required to meet the requirements of this chapter if an occupancy permit is not issued within one year.
C. 
The provisions of this chapter shall apply to all additions or alterations of buildings classified with occupancy type R as defined in the Uniform Building Code. Only the additional conditioned area which is added or altered in a building shall be subject to the energy conservation standards. Similarly, new heating, ventilation and air-conditioning and water heating equipment shall be required to comply with pertinent sections of this chapter.
D. 
The requirements of this chapter are in addition to the standards and requirements established by other local, state and federal laws.
E. 
Every application for a building permit shall contain plans and specifications with adequate detail for determining compliance with the requirements of this chapter. In addition, the building department shall inspect all new buildings to ensure that they are constructed in compliance with this chapter.
