In the absence of the village president, a trustee designated by the village president shall preside over meetings of the village board, unless the village board, by motion, selects another trustee to preside.

Standing committees of the village board shall be as established by the village board. Committee members shall be appointed by the village president for one-year terms. Such appointments shall be made within 30 days after each spring election subject to confirmation by the village board. The standing committees shall be empowered to meet together as a committee of the whole of the village board. Regular or special meetings of the committee of the whole may be called by the village president or set by the village board. When the standing committees of the village board meet together as a committee of the whole, the citizen members of the standing committees shall participate with respect to agenda items identified as relating to such specific standing committees.

The president, with the approval of the village board, may appoint special or ad hoc committees comprised of members of the board or citizens, or both. The village board must approve both the creation of such committees and the appointment of individual members.

Whenever the village board takes formal action to ratify or approve an agreement of any kind, that agreement shall be signed in its final form no later than two village board meeting periods after the original agreement approval. The board may specify longer or shorter periods at the time of adoption of motions to ratify or approve such agreements. The board may also, prior to the expiration of the time for final ratification and execution, extend such period. For purposes of this provision, a meeting period shall be the period of time between regularly scheduled village board meetings.
