The village manager, subject to limitations defined in future resolutions and ordinances from time to time in effect, and acting in accordance with policies established by the village board, shall be the chief administrative officer of the village. He shall be responsible solely to the village board for the proper administration of the business affairs of the village pursuant to statutes, ordinances and resolutions of the village board, with powers and duties as follows:
(1) Whenever he deems such action necessary, appoint, suspend or remove the chief of police, the director of community and utility services, the director of finance and administration, the communication center director, the building inspector, plumbing inspector and electrical inspector, all of whom shall be directly responsible to the village manager as chief administrative officer.
(2) To appoint, and when necessary or desirable for the good of the service, to suspend or remove employees of the village other than the village attorney and village engineer, and those employees specified in subsection
(1) of this section, except as he may authorize the head of a department or office to appoint, suspend or remove subordinates in such department or office.
(3) To attend all meetings of the village board, its standing committees, and the village plan commission, unless excused by the board or the committees, and to analyze and present problems that require policy decisions by the board; to keep the village board advised concerning developments pertaining to village administration, business and affairs; and to make recommendations from time to time for improving the quality and efficiency of the services performed by the village.
(4) To prepare the agenda and order of business for all board meetings, such agenda to include unfinished business and committee assignments and such other matters as members of the board and the village clerk, treasurer, attorney and engineer suggest. Nothing herein shall be so construed as to give the village manager authority to limit or in any way prevent matters from being considered by the board or its committees.
(5) To establish such methods of handling details of administration as will, in his opinion, best promote efficiency, subject always to the expressed policy of the board.
(6) To have responsibility for the operation and maintenance of all village-owned property, lands, public buildings, improvements and equipment, and all public ways, ditches, drains, storm sewers, sanitary sewers, water mains and water hydrants.
(7) To have the responsibility for the construction and maintenance of all public ways, public works, and improvements undertaken either directly or indirectly by the village.
(8) Following consultation with department heads, to prepare annually and submit to the village board a recommended financial budget of anticipated income and expenditures for the ensuing fiscal year, and to supervise and control the authorized expenditures of money and the administration of such budget as adopted.
(9) To make or direct the making of all purchases authorized by the village board of materials, supplies, equipment and services.
(10) The village manager shall be required to notify the village president of the emergency situation and expenditures incurred as soon as conditions permit, and the village board shall be similarly notified as soon as practicable and at the next regularly scheduled village board meeting.
(11) To supervise and direct the activities of those employees of the village specified in the official administration organization and procedure plan as adopted under the provisions of section
2-1. This supervision and direction may be delegated to such department heads and supervisory personnel as the village manager sees fit.
(12) To perform such other duties as may be delegated to him from time to time by the village board.
