No person shall make or cause to be made any loud, disturbing or unnecessary sounds or noises that tend to annoy or disturb any reasonable person at any location in the village.

No person shall use or operate any public-address system, amplifier or device that increases the volume of voice, singing or music, vocally rendered or produced by a radio, jukebox, phonograph, tape player, band, orchestra, musical instrument or electronic device, that is disturbing to the public peace or the quiet and peacefulness of any reasonable person.

No person shall at any time before 8:00 a.m. on Sundays, after 5:00 p.m. on Sundays, before 7:00 a.m. Monday through Saturday, or after 7:00 p.m. Monday through Saturday, create any loud or sharp noises, concussions or disturbing sounds associated with the construction, excavation, demolition, alteration or repair of any building or development such as may tend to annoy or disturb any reasonable person. Noise created by emergency, public works, or snow removal equipment are not regulated by this section.

(a) 
It shall be unlawful for any railroad company, railroad operator, or railroad employee to blow or sound any train-mounted whistle, horn, or other sound warning device ("train whistle") between the hours of 10:00 p.m. and 7:00 a.m. within the village unless necessary to prevent immediate danger to life or property.
(b) 
In any prosecution for blowing a train whistle during a prohibited time, the burden of proof shall be on the defendant to show that immediate danger to life or property required the sounding of the train whistle at that time.
