A public street for the purpose of this section is defined as that area usually and normally plowed and maintained by the village as a public street during the snowfall seasons, and shall include that portion of a private driveway connecting with a public street.

(a) 
No person, firm or corporation shall deposit snow or cause snow to be deposited by any means onto any public street, roadway, thoroughfare or walkway. Snow removed from driveways must be deposited on property from which removed or on village rights-of-way adjacent to such property. Snow shall not be carried, thrown or plowed across the public road and deposited on the opposite side.
(b) 
This section does not apply to the department of public works' snow plowing responsibility and authority acting in the interest of the general public, nor to authorized contractors employed by the village.

Any person violating this article by depositing snow on any public road or street shall be responsible for its removal and shall be liable to the penalties provided for violation of this Code.

Any person violating the provisions of this article shall, upon conviction, be liable to the penalties provided in section 1-13. Each instance where a violation this article occurs shall be considered a separate and distinct violation of the Code.
