No person shall participate in, aid, form, or start any parade, athletic event, run, walk, gathering, festival, presentation or other similar event using village streets, services, or resources without obtaining a permit from the village clerk. The applicant shall pay a permit fee set by the village board from time to time by ordinance or resolution and shall provide written verification of insurance acceptable to the village attorney in form and amount. The village shall be named as an insured on the policy of insurance.

The application referred to in section 41-57 shall set forth the following information regarding the proposed usage:
(1) 
The name, address and telephone number of the applicant.
(2) 
The name, telephone number and address of the organization requesting the event.
(3) 
The name, telephone number and address of the person who will be responsible for conducting the event.
(4) 
The date and time when the event will take place and its duration.
(5) 
The assembly area, the starting point, the route to be traveled and the termination point.
(6) 
The number and size of participants or units comprising the event.

The application referred to in section 41-57 shall be denied:
(1) 
If it is for an event that is to be commenced between 9:00 p.m. and 9:00 a.m.
(2) 
If an adequate number of marshals are not to be provided so as to reasonably assure the orderly conduct of the event.
(3) 
If the application is made less than 15 days prior to the proposed event.
(4) 
If the granting of the permit would conflict with another permit already granted or for which an application is already pending.
(5) 
If the use is prohibited on a state trunk highway by Wis. Stats. § 84.07(4).

This article shall not apply to:
(1) 
Funeral processions.
(2) 
A governmental agency acting within the scope of its function.
(3) 
Students going to and from school classes or participating in educational activities, providing such conduct is under the immediate direction and supervision of the appropriate school authorities.
