The owner must keep the service pipes from the curb valve to
the building and internal plumbing in good repair, and at their own
expense must prevent all unnecessary waste of water. Owners shall
be liable for such repairs as may be deemed necessary to prevent water
waste. Upon failure of the owner to comply with this rule, the Water
Department may turn off the water and not turn it on again until the
repairs are made. Owners are warned that high pressures are maintained
in some parts of the water district, and the installation of a pressure-reducing
valve may be advisable.
