It is unlawful for any person to willfully mark, deface, disfigure, injure, tamper with, displace, remove any fire hydrant, fire plug, fire equipment or fire appurtenances located in or situate upon any street, sidewalk, parkway or other public land in the City, without having first obtained a permit therefor.

(a) 
Sale, Display, Soliciting of Goods on Sidewalk or Street. It is unlawful for any person to place or leave any goods, wares, merchandise, boxes or commercial display device upon any street, public sidewalk, park or other public place for the purpose of advertising or soliciting a sale or commercial transaction.
(b) 
Stopping, Parking Trucks or Vans on Public Streets to Load or Unload — Generally. It is unlawful, except as provided in subsection (c) of this Section, for any person to stop, stand or park any truck, trailer, van or other commercial vehicle, weighing in excess of one and one-half (1 1/2) tons, laden or unladen, or exceeding twenty-two (22') feet in overall length, upon any public street in the City.
(c) 
Stopping, Parking Trucks, Unload — Exceptions. Subsection (b) of this Section shall not apply:
(1) 
To any person loading or unloading to or from a lot, premises or establishment to which there is not reasonable access, or right of access, in, or on or over a public alley or private right-of-way abutting such lot, premises or establishment; or
(2) 
To any person having a permit for construction purposes as provided in the Building Code.
(d) 
Stopping, Parking Trucks, Unload — Exceptions. Subsection (c) of this Chapter shall not apply:
(1) 
To any person loading or unloading to or from a lot, premises or establishment to which there is not reasonable access, or right of access, in, or on or over a public alley or private right-of-way abutting such lot, premises or establishment;
(2) 
To any person having a permit for construction purposes as provided in the Building Code (Chapter 16.12).

It is unlawful for any person to dump any debris, trimmings, rubbish or any waste material upon any private property or to dump, sweep or wash any debris, trimmings, dirt or waste material upon any street, walk or public place.
