The city hereby creates and establishes the public works commission (hereinafter “commission”) for the city, which is charged with providing recommendations to city council on current and potential projects executed or managed by the public works department. These projects include but are not limited to water and wastewater management (utility construction, operations, finance, and accounting), implementation of the city’s water and wastewater master plan, review of the city’s drainage and flood control and mitigation program, including maintenance of supporting infrastructure (detention, retention), matters of city infrastructure and maintenance of streets, curbs, sidewalks, sanitary sewers, and water lines under city jurisdiction, trail construction and maintenance, and traffic migration. The members of the commission shall be selected by the city council, review and utilize outsourced engineering, street, and utility maintenance services, and work with TxDOT, Williamson County, and CAMPO on transportation planning and funding. The commission members shall serve at the pleasure of the city council. The minimum qualifications for the commission members shall be as follows:

Members must be residents of the city or the city’s extraterritorial jurisdiction. If, in the city council’s sole discretion, qualified candidates cannot be found within the city or the city’s extraterritorial jurisdiction, the city council may appoint candidates that reside outside the city and the city’s extraterritorial jurisdiction.

Three members of the commission must be experienced in the following trades:
(A) 
Engineering;
(B) 
Architecture;
(C) 
Building construction;
(D) 
Transportation;
(E) 
Planning.

The commission shall consist of three (3) members who shall be appointed for terms of two years. In the absence of qualified candidates, the city council may waive these requirements to fill a vacant post. A commission member may be removed by the city council for any reason.

The appointed members of the commission shall hold office for a period of two years or until their successors have been duly appointed and qualified; provided, however, that the initial appointments to the commission shall have staggered terms so that one (1) member is appointed for a one-year term and two (2) members are appointed for two-year terms.

If for any reason any member of the commission is unable to act, resigns from his/her respective position, or is removed from office, then the appointment of a successor to fill the unexpired term of that commission member shall be made by the city council.

The commission shall elect from its membership the following officers: chairman, vice-chairman, and secretary. The chairman shall serve as chairman of the commission. The vice-chairman shall serve when the chairman is unable to perform his/her duties. The commission secretary shall keep a full record of the proceedings of the commission and such other records as the commission may direct.

The members of the commission shall serve with no compensation whatsoever.

The commission has the power to promulgate its own rules governing its meetings and proceedings, subject to the provisions of this division, but the commission shall have at least one regular meeting each month. Special meetings of the commission shall be called by the chairman of the commission or upon written request of three members of the commission. All meetings of the commission shall be conducted in compliance with the Texas Open Meetings Act.

The bylaws of the public works commission, as adopted and amended from time to time, are not published herein, but are specifically saved from repeal.
