As used in this article, the following words and terms shall have the meanings respectively ascribed:
City park.
Any property in the city designated as a park, playground, recreational facility, swimming pool, or hike and bike path, and shall include buildings, parking lots, and driveways in such areas.

The city parks shall be open to the general public from 5:00 a.m. to 12:00 a.m. (midnight) daily, except as follows or specifically posted otherwise:
(1) 
Community events.
This section shall not apply to persons attending a community event sponsored by or approved by the city.
(2) 
Closure on order of the city manager.
This section shall not apply if the city manager has declared a city park or a part of a city park closed pursuant to the authority granted in section 10.02.003 below.

The city manager, or his designee, may declare any city park, or part of any city park, closed to the general public at any time and for any interval of time, either temporarily or at regular or stated intervals.

It is unlawful to park any motor vehicle on any city park playing fields, except for such events or occasions as approved by the city council.

No person shall possess or consume one or more alcoholic beverages in a city park, except for such events or occasions as approved by the city council. Any person possessing or consuming any alcoholic beverage in a city park without permission will be subject to immediate removal.

A violation of section 10.02.002 or 10.02.004 of this article shall be considered a class C misdemeanor and shall carry a penalty of up to five hundred dollars ($500.00), with each and every day of violation constituting a distinct and separate offense.
