Professional Services Recovery Fee: If an outside consultant
for the City is required for an applicant's project, the applicant
is required to pay the estimated fee for such service prior to such
service being conducted and shall pay or receive a refund for the
difference between the estimated fee and the actual fee within thirty
(30) days of the city's receipt of an invoice from the outside consultant
for the services rendered. The City may require that additional fees
be deposited when the original fee is exhausted or is projected to
be exhausted. In such an event, the City shall prepare an estimate
of the additional fees for the outside consultant and send the applicant
written notice of the additional fees that must be deposited, accompanied
by the estimate. The applicant shall pay the estimated additional
fee deposit within fifteen (15) days of the date of the notice.
