Animals found running at large, staked, tied, or being herded or pastured in any street, road, lane, alley, court, square, park or other place belonging to or upon any private property in the city, contrary to the provisions of this title shall be delivered for impoundment and safekeeping to the animal control director.

The owner of any impounded animal shall have the right to reclaim the same, at any time prior to the lawful disposition thereof upon payment to the animal control director of the cost and charges, which shall be established by resolution of the city council.

A. 
The animal control director shall give notice to any known owner of record of any impounded animal by mail within 24 hours of impoundment, excluding Sundays and holidays. The animal control director may also contact any known owner of record via phone or email.
B. 
Unless otherwise provided by state law, an impounded and unredeemed animal in the city's possession may be sold by the animal control director after 72 hours if unlicensed and 120 if licensed. Such time calculation shall exclude Sundays and holidays. The animal shall be sold at a price set by the city council by resolution. The purchaser shall comply with license requirements of this title and pay the license fee, if applicable. The purchaser shall not receive a license tag until he or she provides satisfactory proof of current Rabies and Bordetella vaccinations.
C. 
At the discretion of the animal control director, the animal control director may refuse to sell to a purchaser if he or she has reason to believe the sale would not be in the best interest of the animal.
D. 
Unless otherwise provided by state law, any impounded and unredeemed animal or surrendered animal may be disposed of by the animal control director in a humane manner after 72 hours if unlicensed and 120 if licensed, excluding Sundays and holidays.
E. 
The animal control director may dispose of any lawfully impounded animal or surrendered animal which is, by reason of injury, disease, or other cause, unfit for further use or sale, or is dangerous to keep impounded.
