The city may establish and impose user fees for the delivery of fire and rescue services, personnel, supplies, and equipment to the scene of motor vehicle accidents and other incidents, including, but not limited to, vehicle fires, hazardous material spills, and emergency medical calls. The fees shall vary based on the type and amount of services provided, and shall take into account the cost of personnel, supplies, and equipment present or used at the scene. The rate of user fees shall be that which is usual, customary, and reasonable and may include any services, personnel, supplies, and equipment and shall be established by city council resolution. These user fees shall only apply to persons who do not reside within the city of Rio Vista.

Applicable fees established pursuant to Section 8.28.010 shall be billed to the motor vehicle insurance carrier providing such coverage for the incident in which the Rio Vista fire department provided services. The city may contract with a third-party service provider for the billing and/or collection of such fees. All revenue collected from such fees shall be placed in the city's general fund and may be used for any lawful purpose.
