This chapter is adopted to provide a city-wide comprehensive address numbering system to enable emergency vehicles from fire, police, and ambulance service to respond quickly to calls and to facilitate postal and other delivery service. A positive identification system that eliminates error and confusion and aids response is deemed to be in the public interest and necessary to protect the public health, general welfare and safety of the citizens of Rio Vista and is authorized pursuant to Sections 65450 and 65451 (b) of the Government Code.

The city address numbering system shall consist of index lines corresponding to and extension of original system outlined in Ordinance No. 99, dated December 28, 1928. The east-west streets are numbered from the river west, and the north-south streets, designated as south or north from Main Street as the zero point, and numbered thus, 300 South Fourth Street or 300 North Fourth Street. One hundred numbers shall be allocated per each 360 foot (each block) increment from the zero point.
That portion of the incorporated city bounded on the north by Rolling Green Drive, on the west by Elm Way and Rainier Court, on the south by Beach Drive, along with all of State Route 84 from Highway 12 to the ferry, shall remain as presently numbered as shown on Rio Vista address numbering system map.

The Rio Vista address numbering system shall be delineated on a map at a scale of one inch equals 500 feet. The maps shall show the 1,800 feet grid index system (five blocks) and the address numbers assigned residences, buildings, or parcels of land. Maps at a scale other than one inch equals 500 feet may be substituted in areas requiring greater precision or graphic clarity. Copies of these maps shall be kept at the offices of the city department of public works.

The system shall be implemented within the unincorporated areas of Solano County which includes the area fronting Highway 12 from the city limit line west to Church Road; the frontage on the west side of Church Road to Airport Road; all the frontage on both sides of Airport Road from State Route 84 to Liberty Island Road; all of Sandy Beach Drive and State Route 84 from Highway 12 to the Ferry, as approved by the county planning director, along with all incorporated areas of the city as designated herein and shown on the system maps. Technical assistance and information will be mutually exchanged among all city and county departments as may be required in carrying out the provisions of this chapter.

A. 
The director of public works shall determine and assign all address numbers to single-family dwellings, duplex residence, properties and business establishments and issue the same property owners and occupants without charge in accordance with the provisions of this chapter. A record of all numbers assigned pursuant to this chapter shall be maintained by the city public works department and open for inspection by the public during business hours.
B. 
Multiple units within a residential or commercial building shall be identified with an alphabetical or numerical suffix and shall be classified: apartment, suite, unit or other classification as determined to be appropriate by the public works department.
C. 
An address number for a particular location shall be assigned to the principal access based on the incremental distance between index grid lines as determined by the public works department director.
D. 
Odd numbers shall be assigned to the units to the left side of streets and even numbers assigned to the right side of streets, when viewing the street from a lower to a progressively higher number.
E. 
The predominant direction of curvilinear and diagonal streets and applicable index increments shall be determined by the public works department director.

A. 
Upon receipts of the address number from the public works department director, the occupant or owner of the property or building shall cause the number to be displayed upon the building, or land in such a manner as to be visible from the road upon which the land or building fronts, and shall remove or obscure from public view any old or obsolete number not in accordance with the system.
B. 
In areas where buildings and/or property fronts streets where mail delivery is provided, the number shall be displayed upon mailboxes or receptacles designed for receipt of mail.
C. 
Where residences and/or properties front upon roads or streets not receiving mail delivery, the number and road name upon which the building and/or property fronts shall be displayed on the front face of the mailbox or post marker at the main road or street where the mail is delivered.
D. 
Where residences and/or property are not clearly visible from the street, address identification other than mailboxes shall be on four inch by four inch wood posts, metal stakes or equivalent markers elevated at three feet from clear visibility and rapid directional identification.
E. 
Residence and/or building address numbers shall be to insure positive identification and placed at front doors, on lampposts, near garage doors, at driveway entrances or other areas of similar proximity and visibility.

A. 
Any city street may be officially named or the official name may be changed upon petition to the city council upon recommendation by the planning commission. The petition, recommendation, shall be set for public hearing and notice of such hearing shall be given by posting notice in at least three public places along the street proposed to be affected at least 10 days before the hearing. At the hearing, or continued hearing, the council shall consider all name proposals and, upon adoption or change thereof, shall make an order in its minutes officially designating the name for the street. Thereafter, such road shall be known by the name so designated.
B. 
Any city street which has not been officially named by the city council upon motion of the council and without any resolution, hearing or notice shall be named by an order duly made and entered in the minutes of the council. Thereafter the street shall be known by the name thus designated.
C. 
Private road names shall be assigned to every access road that serves four or more dwellings and/or business establishments or combination thereof, except in shopping centers, apartment-type developments and other multi-use developments as may be determined by the public works director. When naming or renaming private roads, the public works director shall contact one property owner on the road, access road or easement to circulate a petition for selecting a name. If within 30 days a new name has not been submitted to the public works director, the city will have the right to select a name or new name for the road, access or easement. Any private road within the incorporated area of the city may be officially named or the existing name may be changed by the city council upon petition of 60% of the property owners whose property is serviced by the private road proposed to be affected, upon recommendation by the public works director. The city council may refer the proposed private road name to the planning commission for report and recommendation. The petition shall be set for hearing and posted at a conspicuous place along the private road proposed to be affected. Such posting is to be made at least 10 days before the hearing. At the hearing or continued hearing, the council shall hear and consider all name proposals for the private road, and upon the adoption or change thereof shall make an order in its minutes officially designating the name for the private road. Thereafter such private road shall be known by the name so designated.
D. 
Road name selections shall be made on the basis of appropriateness and shall not exceed a length of 17 letters. Names which are historically or descriptively significant to the area are encouraged. A classification of thoroughfares shall be based on intensity of use, importance, service requirements, or particular aesthetic characteristics. Public thoroughfares shall be classified: interstate, highway road, streets, drive, or alleys. Private thoroughfares shall be classified: lane, place, or trail.
E. 
All roads shall be known by the same name for its entire length, and where roads change directions by an angle greater than 90 degrees, each directional segment shall be known by a different name, except in the case of Circle Drive, having a total length less than 1,000 feet.
F. 
An alphabetical list of all city streets and county road names in the city shall be established and known as the Rio Vista Street Index. The list shall be compiled and maintained by the public works director. To provide future street names which are easily understood in verbal and written communications, new street names shall not be approved which have a similar spelling or sound to names in the Rio Vista Street Index.
G. 
Street naming exceptions may be granted where general naming integrity is otherwise preserved and name confusion is not likely to result.

A. 
Private road signs shall be identical in design to that of public road signs except the background color shall be brown for private road signs.
B. 
The fee for private road signs, including the installation thereof, shall be determined by the public works director. All signs shall be installed by the city public works department.
C. 
Signs shall be required as a condition of approval for all public and private streets and roads created through the subdivision process. Cost for material and installation shall be the responsibility of the developer.

Any person, firm or corporation, whether as principal, agent, employee, or otherwise failing to comply with the provisions of this chapter shall be guilty of an infraction and, upon conviction thereof, shall be punishable by a fine of not more than $100.
