Except as provided hereinafter, it is unlawful for any person,
firm, or corporation to use the public streets, sidewalks, or other
private property of the City or any portion thereof, for the display
for the sale of merchandise, or other articles, except that newspaper
vending machines may be allowed upon such streets, sidewalks, or other
public property after obtaining an encroachment permit.
It is unlawful for any person, firm or corporation to pack or
unpack, or to cause or permit to be packed or unpacked any goods,
wares or merchandise in or upon any public street or sidewalk.
Any person, firm or corporation violating any of the provisions
of this chapter shall be deemed guilty of a misdemeanor.
The Chief of Police or the City Council shall have the right
and authority to revoke any permit issued under this chapter if, in
the opinion of the Chief of Police or the City Council, any law of
this City, State, or the County is or will be violated by the conduct
provided for in the permit.
