No person shall kill or butcher any animal within a residential area of the City except as specifically provided in this chapter, unless such person has a business license pursuant to Title 5 of the Plymouth Municipal Code or a conditional use permit pursuant to Section 19.14.030 of the Zoning Code allowing for such activity.

For the purpose of this chapter, the following words and phrases shall have the meaning respectively ascribed to them by this section:
"Butcher"
means bleeding, eviscerating, skinning, splitting, cutting or carving the body, or any portion of the body, of an animal.
"Game birds"
means doves, quail, grouse, sage hens, partridges, pheasants, coots, gallinules and jacksnipe.
"Game mammals"
means deer, elk, sheep, prong-horned antelope, wild pigs, wild boars, bears, bobcats, badgers, beaver, muskrat, mink, raccoon, gray fox, rabbits, hares and tree squirrels.
"Field dressed"
means that all internal organs have been removed from the animal.
"Humane method"
means killing an animal by simultaneous and instantaneous severance of the carotid arteries with a sharp instrument, or any other humane method authorized under State law or regulation.
"Residential area"
means any parcel less than five acres in size containing a single or multifamily residential dwelling unit, duplex unit, condominium, accessory dwelling unit, mobile home, nursing home or bed and breakfast within an area zoned by the City to permit residential uses, including the residential single-family zone, the residential multifamily zone, the commercial zone, and light industrial zone. "Residential area" also means the streets, sidewalks, paths, easements, and roads surrounding such parcels.

Only chickens, turkeys, ducks, pigeons, geese, domestic game birds and rabbits may be killed in a humane method in a residential area of the City provided:
A. 
The meat of such animals is for the personal consumption of an occupant of the property or his or her immediate family, and is not for the purpose of sale; and
B. 
The act of killing is not clearly visible off the property and is screened from public view; and
C. 
Any and all remains of the animal, including blood, bones, entrails, organs, skin, fur, and fat shall not be disposed of by dumping or washing such remains into the road, street, gutter, or any place that may lead to the storm drainage system; and
D. 
Any and all disposal shall be in compliance with Chapter 13.07, "Use of Public Sewers," of the Plymouth Municipal Code; and
E. 
Any and all remains which may not be disposed of on site must be taken to a proper rendering facility.

The meat of such animals is for the personal consumption of an occupant of the property or his or her immediate family, and is not for the purpose of sale; and
C. 
The act of butchering is not clearly visible off the property, and is screened from public view; and
D. 
Any and all remains of the animal, including blood, bones, entrails, organs, skin, fur, and fat shall not be disposed of by dumping or washing such remains into the road, street, gutter, or any place that may lead to the storm drainage system; and
E.

A. 
Any violation of this chapter shall be a misdemeanor, punishable by a fine of not more than $500, or by imprisonment for a period of not more than six months, or by both such fine and imprisonment.
B. 
Every person violating this chapter is guilty of a separate offense for each day or portion thereof during which such violation continues, and is punishable therefor as provided in subsection A.
