Whenever the Superintendent of Streets, Fire Chief, or the Sheriff's Department determines that an emergency traffic condition or confusion exists, or is likely to result, from the holding of public or private assemblages, gatherings or functions, or by reason of the construction, repair or maintenance of streets within the City or by reason of a fire or other disaster, the Superintendent of Streets, Fire Chief, or the Sheriff's Department shall have the power and authority to erect, or order to be erected, temporary signs, or to post, or cause to be posted, signs indicating that the operation, parking, or standing of vehicles is prohibited on such street, way or alley of the City, as the Superintendent of Streets, Fire Chief, or the Sheriff's Department directs, for and during the time such temporary signs are in place. Such signs shall remain in place only for such period of time as may be required by the existence of an emergency or for the purpose of construction, repair, or maintenance of said streets, and the officer directing or posting the signs shall cause the signs to be removed promptly thereafter.
When signs authorized by the provisions of this chapter are in place giving notice prohibiting the operation, parking or standing of vehicles as in this chapter prescribed, no person shall operate or park any vehicle contrary to the directions and provisions of such signs.
