It is deemed expedient and necessary, in furtherance of planning for the future uniform development within the City of Plymouth, that there be established uniform building setbacks for the purpose, among others, of developing minimum standards for freeway widths of public streets and highways within the City.

There is hereby established a setback of 35 feet from the centerline of existing, and to be built and constructed public streets and highways, within which setback there shall be not constructed any structure, roof or building overhang, gasoline storage tanks or pumps, or any other addition, construction, or improvement which, because of its presence, would serve to, or would obstruct or interfere with or become a hazard to the free and uninterrupted use of the setback area for pedestrian or vehicular traffic thereover or thereupon.

All buildings, construction or other objects built in, on or upon any land area within the 35 foot setback established by Section 15.02.020, and existing as of the effective date of that section, shall be exempt from the provisions of Section 15.02.020; provided, however, that upon the destruction or demolition of any such existing building, construction or object to the extent of 50% or more of its value, the owners thereof shall not be permitted to rebuild without complying with Section 15.02.020.
