The purpose of this chapter is to establish zoning districts
in the City that support community-serving, general public uses and
ensure the preservation and protection of our natural environment
in keeping with the General Plan. These districts also provide for
both passive and active recreation and are intended to provide sufficient
and appropriately located land to support the needs of City residents
while positively impacting the entire City of Plymouth.

The following identifies the City of Plymouth public use zoning
districts and their characteristic uses and general development guidelines:
A. Public/Institutional
(P). Designation allows for all uses that are deemed in the public
interest or in service to the general population, such as government,
parks, post office, public schools, police and fire stations, and
some utility facilities. Standards for these zones meet the standards
for the Commercial Zone that it may abut and require design review
to ensure compatibility when otherwise surrounded by residential land.
B. Open
Space (OS). Provides for both passive and active recreation, preservation
or protection of natural resources, stream beds, and outdoor community
recreation facilities. Development in this zone is generally limited
to play fields, minimal improvements, and parking areas for visitors.

Table 19.64.030-1 below identifies allowed uses and corresponding permit requirements for all public use Zoning Districts. Descriptions of all use types can be found in Chapter
19.98 (Glossary).
Use regulations in the table are shown using symbols as follows:
"P," uses allowed by right; "AUP," uses that require an Administrative
Use Permit; "CUP," uses that require approval of a Conditional Use
Permit; and "N" symbolizes uses that are not permitted.
