The city manager shall adjust all taxes, fees and charges provided for in this code, or by resolution of the city council, on a fiscal quarter basis, in accordance with the increase or decrease in the cost of living. All such adjustments shall be based on the Bureau of Labor Statistics Consumer Price Index for all Urban Consumers. The Consumer Price Index on January 1, 1978 equals one hundred. The city manager shall report all such adjustments to the city council and no adjustments shall take effect until the report is ordered filed by the council. The city council may reject but may not modify any one or more of the adjustments in any report before ordering the report filed.
