No person shall wilfully enter posted school grounds of any public school in this city during school hours without first obtaining written permission in advance either from the administrative office of the school or school district, except for the following persons:
A. 
Students, currently enrolled at that school, while in the presence and under the supervision of a teacher or some other authorized employee connected with the school;
B. 
Teachers, staff members and other bona fide employees or authorized licensees of the school district;
C. 
Authorized service providers and vendors conducting legitimate business with or for the school, its teachers, staff members and other bona fide employees. Authorized service providers and vendors include, but is not limited to counselors, social workers, utility service providers, etc;
D. 
Volunteers, guests, or other persons approved in writing, in advance, by a teacher, staff member or other authorized school district employee;
E. 
Parents of students currently enrolled at that school;
F. 
Law enforcement and other governmental employees and representatives having or conducting business at such school;
G. 
Attendees and invitees at scheduled school events or other functions that are open to the general public, only for so long as those events or functions are open to the general public and only in the specific area, building(s), or grounds authorized for the event or function;
H. 
Only those authorized persons attending functions of authorized groups pursuant to Education Code Section 40040 et seq.
For purposes of this section, "school hours" shall be defined to extend from one hour before classes begin to one hour after classes end, and those hours shall be posted.
