No person, firm or corporation shall discharge or allow to be discharged any sewage, waste material or concentrated flow of water onto the public streets, rights-of-way or public property in the city, except as follows:
A. 
Concentrated flows of stormwater shall be collected on the property and deposited upon a city street via conduit under the sidewalk and through the curb or into a stormwater collector system.
B. 
Water from deck drains and roof drains shall be conducted to the street via a conduit under the sidewalk and through the curb.

A. 
There shall be a street permit, with fees as set by resolution, for the following:
1. 
For moving a building, wide load or overweight load into or through the city;
2. 
For the movement of federally authorized Surface Transportation Assistance Act (STAA) trucks into or through the city.
B. 
There shall be a permit issuance fee, as set by resolution, for each street permit.

It is unlawful for any person to place any obstruction of any kind upon any public street, sidewalk or public place in the city, or to authorize, procure or permit any obstruction to be placed therein or thereon, except such as may be required by employees or officers of the city, in the proper discharge of their duties, and unless such person is authorized to place such obstruction, in which event the same may be so maintained, pursuant to such rules and regulations as may be described by the city; provided, that any excavation or obstruction in any street shall between sunset and sunrise of each day be properly guarded with lights so as to safeguard against injury or accident.
