This chapter shall be referred to as the Ordinance of the city defining the responsibilities, powers and duties of the city clerk.

Pursuant to the authority vested in the city council by Section 802 of the City Charter as amended, the city clerk shall have the power, and be required to perform the functions and responsibilities hereinafter specifically set forth:
A. 
Attend all meetings of the city council and be responsible for the recording and maintaining of a full and true record of all the proceedings of the city council in books which shall bear appropriate titles and be devoted to such purpose;
B. 
Maintain separate books in which shall be recorded respectively all ordinances and resolutions, with a certificate of the clerk annexed to each thereof stating the same to be the original or a corrected copy, and as to an ordinance requiring publication, stating that the same has been published or posted in accordance with the City Charter; to keep all books properly indexed and open to public inspection when not in actual use;
C. 
Maintain separate books in which a record shall be made of all written contracts and fidelity and performance bonds;
D. 
Be the custodian of the seal of the city;
E. 
Administer oaths or affirmations, take affidavits and depositions pertaining to the affairs and business of the city, and certify copies of official records;
F. 
Be ex officio assessor, unless the city council has availed itself or does in the future avail itself of the provisions of the general laws of the state relative to any assessment of property and the collection of the city taxes, if any, by county officers, or if the city council by ordinance provided otherwise;
G. 
Be responsible for the conduct of all city elections;
H. 
Deputize other persons to assist in carrying out the duties of the city clerk;
I. 
Perform such other duties consistent with this code as amended from time to time, and as may be required by the city manager.

Upon recommendation of the city manager, the city clerk shall be appointed by the city council and shall serve at the pleasure of the city manager. The appointment of the city clerk shall be by resolution of the city council.

A. 
The city council, in conformance with Section 36518 of the Government Code of the state does fix the penal sum of the bond for city clerk in the amount of $25,000.
B. 
Pursuant to Section 1450 et seq., the city clerk shall file the bond in his office with his endorsing approval.
