The city engineer shall be appointed by the majority vote of the city council and shall serve at its pleasure, subject to such lawful contractual arrangements as may from time to time be made.

The city engineer shall be required to perform the functions and responsibilities hereinafter set forth:
A. 
Keep accurate maps, plats and records of all public works, lamps and property owned by the city;
B. 
Advise the city council and city officials on all engineering matters referred to him or her including, but not limited to, reports regarding public improvements, repairs of streets or sidewalks, or such other work as the city council may request;
C. 
Bring to the attention of the city such engineering matters as the engineer may from time to time deem appropriate and necessary.
