The director of public works ("director") shall be the head of the department. The director shall be appointed by and serve at the pleasure of the city manager, consistent with the charter, municipal code and applicable law.

The director shall be responsible for the administration of all public works operations, which embodies overall responsibility for the infrastructure of the city. Specific duties shall include managing the activities of the engineering bureau and the public services bureau. The director shall have such other powers and duties as the city manager shall prescribe from time to time, consistent with the charter, municipal code and applicable law.

There is hereby established the engineering bureau within the department. The engineering bureau shall be managed by the city engineer. The engineering bureau shall perform such duties and functions as the city manager shall prescribe from time to time, consistent with the charter, municipal code and applicable law.
