A Los Alamitos planning commission consisting of five members is established with membership, powers, and duties as provided for in this chapter and other applicable law.

Except where the context otherwise requires, the definitions given in this section shall govern the construction of this chapter:
"Chair"
is the chair of the planning commission as provided for hereunder.
"City"
is the city of Los Alamitos.
"Commission"
is the planning commission of the city created by this chapter.
"Council"
is the city council of the city.
"Secretary"
means the staff liaison who oversees the committee appointed by the city manager.

A. 
It shall be the duty of the chair to:
1. 
Preside at all meetings of the planning commission;
2. 
Call, and preside at, special meetings;
3. 
Sign all necessary and appropriate resolutions and other documents in the name of the commission;
4. 
Name and appoint all necessary and appropriate committees of the commission;
5. 
Represent the commission or designate a representative of the commission at all meetings and functions required by law or otherwise.
B. 
It shall be the duty of the vice chair to perform all duties of the chair in the absence or temporary illness of the chair.
C. 
It shall be the duty of the secretary to:
1. 
Make and maintain minutes of the proceedings of the commission;
2. 
Prepare and send, in the name of the commission, all communications authorized and directed by the chair or by the commission as a whole;
3. 
Receive, and bring to the attention of the commission, all communications addressed to it;
4. 
Supervise the proper and legal publication and posting of notices of all hearings before the commission;
5. 
Sign, as secretary, in the name of the commission, all necessary and appropriate resolutions, notices and other documents authorized and directed by the commission;
6. 
Prepare and distribute an agenda for all regular meetings of the commission;
7. 
Receive and process all applications for rezonings, variances and use permits, and all matters relating to subdivisions.

Rules and procedures, including amendments, are adopted by the city council by resolution. The commission shall make recommendations for amendments to the city council from time to time. A majority vote of the commission shall be required to forward the proposed amendment to the city council.

A. 
Regular Meetings. The commission shall meet in regular session on regularly scheduled dates as established by resolution of the city council.
B. 
Special Meetings. The council, the chair or any four members of the commission shall have the authority to call special meetings of the commission.

The planning commission shall have the powers and duties provided by the statutes of the state of California and local ordinances.
