The city council shall prohibit the exercise of the power of eminent domain by the Los Alamitos redevelopment agency in all redevelopment plans and project areas for the acquisition of privately-owned property.

The city council shall prohibit the inclusion of residentially-zoned property in all redevelopment plans and project areas.
