No person shall ride or walk any horse or permit any horse to walk upon any public highway or right-of-way within the city, except upon that portion of the right-of-way or highway reserved for the use of motor driven vehicles. No person shall ride or walk any horse or permit any horse to walk upon the public sidewalk or upon any portion of the public right-of-way other than the paved roadway.

No person shall ride or walk any horse or permit any horse to be ridden or walked upon any public right-of-way or highway within the city, except between the hours commencing with sunrise of each day and ending one-half hour after sunset of the same day.
