No person shall own or have in custody or control any dog, male or female, over the age of four months, within the city without at all times having upon such dog a collar or harness to which shall be securely fastened a tag proving the dog is licensed as provided in this chapter. Said tag may be issued at any time during the calendar year and may be issued for a period of 12 months. The tag shall be obtained from the director or from the office of the Long Beach tax collector inscribed with the serial number of the license. The license shall be sufficient only during the period for which the tag is issued. Fees for dog license tags shall be established by contract with the city of Long Beach or otherwise set by resolution of the city council.

Violation of or failure to comply with any provision of this chapter constitutes an infraction punishable by a fine of not more than $100 for the first offense and not more than $200 for the second offense within a 12 month period. A third offense within a 12 month period shall be a misdemeanor.

It shall not be necessary for a person who is a resident of any area at the time the area is annexed to the city and who at said time owns or has in his custody or control a dog for which a license fee has been paid and a dog license issued under and by virtue of the ordinances of the county to obtain a tag for the animal as is provided in Section 6.08.010 except that after the effective date of an annexation such person shall cause the dog to have upon it a collar, harness or similar device to which shall be attached the county dog license tag or such other official indicia as is issued by the county; but such person shall be subject to all provisions of Section 6.08.010 from and after the expiration date of the county dog license.

The director of the animal regulation division is authorized and directed to procure on an as needed basis such quantity of tags as may be required for dogs in the city, which tags shall be plainly inscribed as set forth in this chapter, and shall be valid for only the period for which they are issued. The director of the animal regulation division shall furnish the Long Beach tax collector, from time to time, with such quantity of such tags and necessary receipt books as may be necessary to meet the demands of applicants for such tags applying therefor at the office of the tax collector. The tax collector shall report all collections promptly to the director of animal regulation division and shall furnish him with a duplicate record of all tags issued and the registration numbers thereof, but shall deposit all funds so collected promptly with the city treasurer. The director of the animal regulation division, his assistants, deputies and the Long Beach tax collector shall furnish such tags to the owners and persons in control of dogs in the city upon the payment of applicable fees for each unaltered dog and for each altered dog whose spaying or neutering is verified by a certificate from a licensed veterinarian. The director of the animal regulation division shall keep a register wherein shall be entered the name of every person to whom a dog tag has been issued, together with the serial number, and the period for which it is valid, the date of issuance, the address of applicant, and any other data deemed pertinent. Such tag shall be good only for use upon the dog described in such application, and to the original applicant.

Penalties, which shall be established by contract with the city of Long Beach or otherwise set by resolution of the city council, shall be added to the dog tag fees for altered and unaltered dogs, respectively, if the required tag for a dog is secured more than 60 days subsequent to the required renewal date; provided, that no penalty shall be added for the securing of any tag secured within 60 days after the date on which the dog for which the tag is secured becomes subject to the provisions of this chapter, nor shall any penalty be added for a tag secured within 60 days after the applicant becomes the owner of the dog for which the tag is bought.

On and after the date a person specified in Section 6.08.020 becomes subject to all the provisions of Section 6.08.010, such person shall be furnished a dog tag upon payment of a sum equal to the product resulting from multiplying the charge per day by the number of days from said date to the end of the calendar year during which the date occurs, both inclusive, plus applicable penalties, if any.

In case of loss or destruction of any tag required by the provisions of this chapter, a duplicate shall be issued by the director or the tax collector upon request and upon the payment of applicable fees.

No license fee shall be required for the issuance of a tag for any dog owned as a pet of a blind person, or certified as being duly and properly trained to aid or assist blind persons when such dog is actually being used by a blind person for the purpose of aiding or assisting such blind person, and the director, or the Long Beach tax collector, shall annually issue tags free of charge to owners or persons having the custody and control of such dogs.

No person shall imitate or counterfeit any tag, receipt, or registration certificate required or issued pursuant to this chapter or use any imitation or counterfeit of any such tag, receipt or certificate.

No person owning or having in his control any dog subject to license under this chapter shall refuse to show upon demand to the director, license investigators of the Long Beach tax collector's office, or any police officer, the city dog license receipt or the license tag for any duly registered dog.
