No person shall drink or consume any alcoholic beverage on any public street or alley; public sidewalk; public or private parking lot; public restroom; public park; or any vacant lot or from within or upon any vehicle parked or being driven in any such place in the city.

No person shall make any loud or unreasonable noise, din or clamor, or any loud or unreasonable shouting on the public streets or in public places in the city.

No person shall urinate or defecate on public property in an area exposed to public view or on any public street, sidewalk, alley, park or other public place except in a toilet receptacle within the structure of a restroom facility.

A. 
It is unlawful for any person or persons to remain, stay or loiter in or upon the premises of any public school in the city between the hours of ten thirty p.m. and five a.m. of the following day unless authorized in writing to remain on such public school premises by the school principal or his authorized representative.
B. 
As used in this section, "loiter" means to delay, linger, or to idle about without lawful purpose for being present on such school premises.

A. 
Legislative Purpose. The city council finds and declares that charging admission to a party in a residential zone of the city creates a situation that may lead to danger to life and or property.
B. 
Definitions.
Charge admission.
"Charge admission" means the demand and receipt of a tangible benefit, monetary or otherwise, which is a motivating influence for admission to the party. The customary courtesies and clearly noncommercial activity such as gifts by guests, sharing of expenses for dinner and beverages or reciprocal hospitality shall not be considered to be charge for admission. "Charge admission" does not include a donation for a political, charitable or religious purpose.
Party.
For purposes of this chapter, "party" means a group of persons meeting together for social, recreational or amusement purposes.
Residential zone.
"Residential zone" means all residential zones as defined in Title 17.
C. 
Prohibition. It is unlawful to charge admission to any party conducted in a residential zone of the city.
D. 
Punishment. Violation of this section is punishable by a fine not to exceed $500 or by imprisonment in the county jail not to exceed six months, or by both such fine and imprisonment.
E. 
Costs for Police Services. When police have received advance notice of an event that would be in violation of this section and have notified the person in charge of the premises and/or the person responsible for the event of its unlawfulness, any subsequent costs of providing police services at that location relating to an unlawful event as defined in this section will qualify as a second response under Section 2.28.150.
