No person shall park or store any vehicle upon any street or alley for more than 72 hours. Vehicles parked in violation of this section are subject to removal by the chief of police.

A. 
City Engineer Authorized to Issue Departmental Traffic Orders. The city engineer is authorized to issue departmental traffic orders to regulate parking at certain locations and during certain hours as described below. All departmental traffic orders shall specifically describe the affected area and the type of regulation to be imposed.
1. 
Intersections. Within 20 feet of an intersection, or if there is no curb return, then within 20 feet of where the private property line intersects with the intersection.
2. 
Green Loading Zones—Twenty-four Minute Parking. Between the hours of nine a.m. and six p.m. of any day, except Saturdays, Sundays or holidays, for a period of time not longer than 24 minutes.
3. 
Blue Curb Zone—Disabled Persons. In spaces designated for disabled persons only.
4. 
Red Curb Zone—No Parking at Any Time (One hundred fifty Feet or Less). At any single location on or along a public roadway for a distance of up to 150 feet.
5. 
Yellow Curb (Freight) Loading Zones. Between seven a.m. and six p.m. of any day, in a freight loading zone for any purpose other than loading or unloading passengers or materials and then not more than three minutes for loading or unloading passengers nor more than 20 minutes for loading or unloading materials.
6. 
White Curb (Passenger) Loading Zones. In a passenger loading zone for any purpose other than loading or unloading passengers or depositing mail in an adjacent mailbox and then not more than three minutes.
7. 
Bus Zones. At locations where buses stop.
8. 
Parking Space Markings. Within a single space as indicated by lines on the pavement.
9. 
Construction Zone—Temporary No Parking at Any Time. At any location(s) on or along a public roadway for a distance determined by the city engineer.
10. 
Temporary Events—No Parking Restriction. At any location(s) on or along any public roadway which have been authorized by the city to be used for a purpose other than the normal flow of traffic or for the movement of equipment, articles or structures of unusual size, and it has been determined that the parking of a vehicle would prohibit or interfere with that use or movement. This subsection may be authorized by the city engineer or the police chief, and they shall cause signs to be erected or placed at least 24 hours prior to the removal of any vehicle giving notice that any vehicles violating this prohibition may be removed.
B. 
Violation of Departmental Traffic Order. When the city engineer or police chief, as authorized, has issued a departmental traffic order and the area affected thereby has been properly signed, marked or posted, no person shall park or leave standing any vehicle in violation thereof. The police chief, or designee, shall have the authority to cite and/or tow any vehicle that is in violation of such traffic order.

A. 
The city council may regulate parking on streets and city owned property by resolution in the following instances:
1. 
Limited Parking. Limiting parking to a specified number of hours.
2. 
No Parking Any Time. Prohibit parking at any time.
3. 
No Stopping (Tow-Away) Zones. Prohibit stopping or parking during specified days, or during specified times on specified days, and providing for tow-away in the event of violation.
4. 
Specified Days or Hours. Prohibit parking on specified days or at specified times on specified days.
5. 
Angle Parking. To allow angle parking at specified locations.
B. 
When the city council has adopted a resolution regulating or prohibiting parking, and the area(s) affected thereby have been properly signed, marked or posted, no person shall park or leave standing any vehicle in violation thereof. The police chief, or designee, shall have the authority to cite and/or tow any vehicle that is in violation of this section.

No person shall park any commercial vehicle, truck, trailer or truck-trailer combination which exceeds a width of 80 inches on any public street or thoroughfare in the city for a period of two hours or longer, except:
A. 
While loading or unloading property when more than two hours is necessary to complete such work;
B. 
When such vehicle is parked in connection with, and in aid of, the performance of a service to or on property in the block in which such vehicle is parked and more than two hours is reasonably necessary to complete such service;
C. 
When the city council finds, by resolution, that it is in the legitimate interests of the city to permit the parking of a commercial vehicle, truck, trailer or truck-trailer combination which exceeds a width of 80 inches on a particular public street or thoroughfare, and that such parking will not create significant traffic or circulation impacts.

The city council, after holding a public hearing, may determine by resolution that certain streets shall be restricted to permit parking only. Such action shall be taken only to preserve and protect residential neighborhoods from excessive intrusion of parked vehicles owned by persons residing outside the neighborhood. The chief of police shall issue permits to residents of the streets involved and such permits shall be affixed to automobiles in a location prescribed by the chief of police.

A. 
Pursuant to the provisions of Section 21107.8 of the California Vehicle Code, the police department of the city is authorized to enforce certain Vehicle Code violations on designated privately owned and maintained off-street parking facilities which are generally held open for use by the public for vehicular parking.
B. 
Before the city designates such facilities, the owner or person in lawful possession thereof shall be notified by written notice ten days prior to a public hearing to be held regarding the enforcement of Vehicle Code violations on such off-street parking facilities.
C. 
The privately owned and maintained parking facilities where such enforcement is authorized shall be designated by the city council after such hearing in a resolution or resolutions adopted pursuant to the provisions of this title and the Vehicle Code.

A. 
No person shall park a vehicle upon a public or private street, parking lot or any public or private property for the purpose of displaying such vehicle thereon for the sale, hire or rental, unless the property is duly licensed and zoned by the city to transact that type of business at that location.
B. 
Subsection A of this section shall not prohibit persons from parking vehicles on private residential property belonging to the owner of the vehicle nor on the public street immediately adjacent to the private residential property.
