Those certain printed documents, three copies of which are on file in the office of the city clerk, marked and designated as the "Orange County Master Plan of Arterial Highways," are adopted as the master plan of arterial highways for the city.

A. 
The following documents, together with any modifications and additions authorized or enacted by this title, are adopted as the standard plans and specifications for the construction, improvement, and repair of city streets, highways and other public rights-of-way within the city:
1. 
The Orange County Public Facilities and Resources Department (PFR&D) Standard Plans, 1996 Edition; and
2. 
Standard Specifications for Public Works Construction, written and promulgated by Public Works Standards, Inc., 2000 Edition, ("Greenbook").
B. 
The city engineer may prescribe additional conditions as appropriate pursuant to this title. If any conflict exists between the conditions of approval and the standard plans and specifications, the conditions of approval shall prevail. To the extent any inconsistency exists within the documents comprising the city standard plans and specifications, a conflict may be resolved in the discretion of the city engineer.
C. 
Private applicants for improvement or construction in the city streets, highways and other public rights-of-way shall obtain a public works permit in accordance with Chapter 12.08. All work and materials for improvement or construction in the city streets, highways and other public rights-of-way shall conform to the applicable provisions of the city standard plans and specifications and any applicable conditions of permit approval. Copies of the standard plans and specifications are available for public review in the office of the city engineer. Any amendments or updates to the standard plans and specifications may be approved by resolution of the city council.
D. 
Construction and improvements within the city streets, highways and other public rights-of-way specifically authorized by a franchise, license or other agreement with the city shall be subject to the plans and specifications of said agreement to the extent that the provisions of the agreement are inconsistent with the standard plans and specifications.
E. 
Standard plans and specifications shall include the following general requirements:
1. 
Residential driveways shall not exceed 20 feet in width;
2. 
Residential driveway approaches shall be a minimum of six inches of Portland cement concrete;
3. 
Commercial driveways shall not exceed 35 feet in width;
4. 
Commercial driveway approaches shall be a minimum of six inches of Portland cement concrete;
5. 
Curb and gutter removals shall be saw cut or removed to the nearest expansion joint. If improvements are within eight feet of an expansion joint, removals shall be to the expansion joint;
6. 
Sidewalk removal shall be saw cut at score marks;
7. 
Driveways shall be a minimum of two feet from any surface utility;
8. 
All pavement lines shall be saw cut;
9. 
Asphalt concrete and Portland cement concrete shall conform to the applicable provisions of the standard specifications.
