There is created in the City a Planning Commission, referred to in this chapter as the "Commission."

A. 
The Commission shall consist of five members and the City Attorney as an advisory member who shall not have a vote. All other members of the Commission shall each have one vote.
B. 
Quorum. Three voting members shall constitute a quorum at any meeting.

A. 
The Commission shall have all of the powers and duties established by state law and by ordinances which the City Council may enact.
B. 
The Commission may prepare and adopt rules and regulations for the internal government of its business and designate the time and place of holding meetings.

It shall be the duty of the Commission to adopt a master plan, as defined by state law, for the physical development of the City and to make such other plans, studies and recommendations as it may deem necessary to ensure an orderly beneficial development of the City.

In connection with the following matters, the services of the Commission shall be advisory only, but such matters shall regularly be submitted to the Commission for approval or disapproval before final action thereon is taken by the City Council or by any other City and/or County department or agency:
A. 
Petitions or plans for the opening, widening or closing of highways, streets, roads, alleys, lanes and trails and the vacation of subdivisions;
B. 
Plans or proposals for the acquisition of sites and for the landscape improvement of schools, parks, beaches, playgrounds, automobile parking areas, and other areas for public purposes;
C. 
Outdoor advertising structures and signs in zoned areas; and
D. 
Measures relating to the establishment of off-street parking areas, bus routes, and those traffic planning matters which constitute part of the physical development of any area.

Each report of the Commission shall, where applicable, refer to the master plan and state whether the matter considered does or does not conform to the master plan or to any rules or regulations then in effect.

The terms of office shall be as follows:
A. 
Two terms of office shall expire on December 31 of each presidential election year;
B. 
Three terms of office shall expire on December 31 of each even year, excluding the presidential election year.
