Each person designated by the City Manager as a "community service officer" shall be authorized to issue citations in which a person who is alleged to have violated any of the provisions enumerated in Section 2.48.020 promises to appear for arraignment in the municipal court of the South Bay judicial district of San Diego County.

A community service officer is authorized to enforce all sections of the municipal code as directed by the City Manager. Additionally, community service officers are authorized to issue citations pursuant to Section 2.48.010 for violations of municipal code sections as designated and authorized by the City Manager.
