The Fire Chief is authorized to charge fees for those services listed below:
A. 
Standby Firefighters. For costs incurred by the City that are necessitated by a need for general public safety;
B. 
Permits. For issuance of a fire department permit where such permit is required by the Fire Code as adopted by the City;
C. 
State and County Fire Safety Clearances. For the issuance of a fire safety clearance. Such fee shall be charged to the person whose private property or place of business is the subject of the clearance request;
D. 
Fire Protection Plan Checks. For reviewing submitted plans for fire protection purposes (includes building plans, site plans for fire flow and hydrant requirements, condominiums or other similar conversions, tentative parcel maps, tentative maps and tenant improvement plans);
E. 
Fire Protection System(s) Plan Checks. For reviewing submitted plans for fire protection system(s) (includes sprinkler systems, heat detecting systems, smoke detecting systems, standpipe systems, hood and duct systems, and other similar fire detecting or extinguishing systems and portions thereof);
F. 
False Alarms. For response to what is determined after the fact to be a false alarm caused by negligence of a facility operator, malfunctioning of equipment, or malicious actions. Causes shall be documented and such fee shall be charged when a third response has been made within a 12-month period;
G. 
Special Services. For the accomplishment of non-emergency routine or scheduled fire prevention inspections to buildings, equipment or fire protection systems;
H. 
Urgent Actions. For "urgent action" when such service is requested by an owner or agent for the processing of plans, permits, reviews or clearances. Such fee shall be in addition to any other required fee;
I. 
Reimbursable Expenses. For the cost of providing extraordinary emergency services, including man-power, equipment and extinguishing agents (except for water) to combat an emergency situation, providing such resources are above the level of services normally provided by the Fire Department;
J. 
Witnesses. For personnel subpoenaed to appear as a witness in accordance with applicable law;
K. 
Document Reproduction. For providing copies of fire department reports and other records.

A. 
The City Council shall, by resolution, adopt a master fee schedule covering all fees to be charged under Section 2.60.010, which shall become a part of the ordinance codified in this chapter marked as "Exhibit A."
B. 
The master fee schedule shall be based on a cost recovery formula. Such formula will include, where applicable, manpower, equipment, materials and administrative costs in such form as to ensure proper charges for services rendered.
C. 
The Fire Chief shall annually prepare an adjusted master fee schedule and present such schedule to the City Council for action.

The fees authorized by the City Council shall be binding upon all persons rendered such service, as well as upon their successors.

All funds received as fees under this chapter shall be deposited into the general fund, unless otherwise authorized by the City Council.
