No person, while on or in any public street, public right-of-way,
sidewalk, public building or public property within the City where
regulatory signs are posted, shall feed or cause to be fed any pigeons
and seagulls.

Any person violating or failing to comply with the provisions
of the ordinance codified in this chapter shall be guilty of a civil
violation. Each violation will be considered a separate offense and
be subject to civil penalty not to exceed $1,000.00 for each violation.
The minimum civil penalty shall be $100.00.
