As used in this chapter:
"Residential development"
means the construction of new residential dwelling units,
including pads for mo-bile homes. "Residential development"
does not include rehabilitation or remodeling of existing dwelling
units where such remodeling does not increase the number of bedrooms
of such dwelling unit.
"School availability letter"
means a letter from a school district approved by City Council
resolution to receive school impact fees addressed to the City informing
the City that an applicant for a building permit for residential development
has made arrangements satisfactory to the district for the payment
of school impact fees authorized by City Council resolution.
"School impact fees"
means fees to be paid to a school district as a condition
of obtaining a residential building permit. Such fees are to be in
an amount approved by the City Council and are to be used by a school
district for the construction of school facilities within the City.

As a condition of obtaining a building permit for residential
development within the City, the applicant shall provide the building
official with a school availability letter from each school district
authorized by the City Council to receive school impact fees.
