Any order, requirement, decision, determination or ruling made by an agency in the administration or enforcement of this title may be appealed therefrom to the City Council by any person considered to be aggrieved by such action in accordance with Section 66452.5 of the Subdivision Map Act. Such an appeal shall stay all proceedings in furtherance of the action appealed from, unless the agency whose decision is appealed shall certify that a stay would, in the opinion of the agency, cause imminent peril to life or property.
