The city council declares that it desires to qualify to receive
aid from the state of California under the provisions of Chapter 1
of Title 4, Part 4 of the California Penal Code.

Pursuant to Section 13522 of Chapter 1, and pursuant to Sections
13510(a) and 13510(c) as they apply respectively to peace officers
and public safety dispatchers, the city while receiving aid from the
state of California pursuant to Chapter 1, will adhere to the standards
for recruitment and training established by the California Commission
on Peace Officer Standards and Training.
