The city council finds that wild birds have great economic value in the destruction of insects and other pests, and afford varied and changing opportunities for observation of one of nature's interesting species which should be protected for the benefit and enjoyment of the city's residents and visitors.

(a) 
No person shall trap, hunt, shoot or molest any bird or damage the nest or eggs of any wild birds within the city.
(b) 
In the event that the city council determines that starlings or other birds have become so numerous in any particular location or area as to constitute a public nuisance or a menace to health or property, the city council may order the birds involved either destroyed or otherwise controlled.

The city is designated a bird sanctuary and signs bearing the legend "Laguna Beach is a Bird Sanctuary" shall be placed at appropriate locations at or near the city limits at principal entrances to the city.
