(a) 
It is unlawful for any person, except for authorized law enforcement personnel, to operate a bicycle upon any sidewalk, the Main Beach Boardwalk, or any area within any city park.
(b) 
It is unlawful for any person, except for authorized law enforcement personnel and for persons with disabilities, to operate any electric personal assistive mobility device (as defined by the California Vehicle Code and sometimes also known or referred to as Segways, T-3 Motions and/or motorized scooters) or any golf cart or low speed vehicle (as defined by the California Vehicle Code) on any sidewalk on Pacific Coast Highway, within the central business district, Main Beach Boardwalk, or any area within any city park.

No person shall ride or drive any animal or vehicle over or across any newly made pavement or freshly painted marking in any street when a barrier or sign is in place warning persons not to drive over or across such pavement or marking, or when a sign is in place stating that the street or any portion thereof is closed.

No person shall operate or drive any vehicle used for advertising purposes or any advertising while equipped with a sound amplifying or loud speaking device upon any street or alley, at any time, within the corporate limits of this city, unless permission so to do is first obtained from the city council.

The city council of the city of Laguna Beach does determine, upon the basis of an engineering and traffic survey that the following prima facie speed limits would be most appropriate to facilitate the orderly movement of vehicular traffic and would be reasonable and safe:

No person shall operate an off-highway motor vehicle (defined in California Vehicle Code Section 38012 as including, but not limited to, any motorcycle, motor-driven cycle, sand buggy, dune buggy and all-terrain vehicle) or any other motor vehicle upon any unimproved parcel of real property within the city of Laguna Beach. This prohibition shall not apply to: (a) those persons who own such real property or are in lawful possession thereof; and (b) those persons who have first obtained and have in their possession a permit from the city manager or designee. Permits shall be issued upon the determination of the city manager or designee that: (a) the owner of the real property concerned, or the person in lawful possession thereof, has consented in writing to the proposed operation; (b) the city manager or designee has certified that such proposed operation will not create any undue fire hazard; and (c) the proposed operation is of sufficient distance from occupied residences, schools, churches or assembly halls as to likely not constitute a noise, dust, smoke or fumes nuisance.
