A "disabled person," as defined for the purpose of this chapter, is any person who as a result of health, severe motor disabilities or dismemberment qualifies for the issuance of a distinguishing license plate, sticker or placard, as authorized by Section 22511.5 of the California Vehicle Code, and who operates a vehicle or travels in a vehicle displaying said distinguishing license plate.

Where deemed appropriate pursuant to the public health, safety and general welfare by the city council, and where precisely defined by resolution of that body, public parking may be designated or the exclusive use of vehicles operated or traveled in by disabled persons when said vehicles displaying distinguishing license plates or placards.

Whenever the city council so designates a parking space for disabled persons' vehicles, that space shall be indicated by blue paint on the curb or edge of the paved portion of the street adjacent to the space. In addition to blue paint, the space shall also be designated by a sign consisting of a profile view of wheelchair with occupant in white on a blue background.
