A "disabled person," as defined for the purpose of this chapter, is any person who as a result of health, severe motor disabilities or dismemberment qualifies for the issuance of a distinguishing license plate, sticker or placard, as authorized by Section 22511.5 of the California Vehicle Code, and who operates a vehicle or travels in a vehicle displaying said distinguishing license plate.
