For purposes of this chapter, the following words shall be defined as follows:
"Roller skate"
means any shoe, boot or other footwear, or device that may be attached to the foot or footwear, to which one or more wheels are attached, including wheels that are "in line," also known as roller blades, for the purposes of moving, rolling or propelling a person, through body movement or gravity, along a sidewalk, pavement or other surface.
"Skateboard"
means a board or platform of any composition or size to which two or more wheels are attached and which is intended to be ridden or propelled, through body movement or gravity, by one or more persons standing, kneeling or lying upon it, through body movement or gravity, and to which there is not affixed to it any seat or any device or mechanism to turn and control the wheels. "Skateboard" shall include all wheeled objects, including without limitation coasters, scooters and other devices used for transportation or sport that are propelled by body movement or gravity and that are not classified as "bicycles" in the California Vehicle Code.

No person shall perform acrobatics while operating a skateboard or roller skates on public streets, public sidewalks, public parking lots or other public property. "Acrobatics" include, but are not limited to, jumps, spins, loops, 360s, handstands, and any other movement, stunt or trick not essential to the ordinary use of the skateboard or roller skates as a transportation device.

Persons using, propelling or riding on skateboards on public streets, public sidewalks, public parking lots and other public property shall do so only in the upright position. Riding a skateboard in a sitting, prone, kneeling or luge position is prohibited.

No person shall operate a skateboard or roller skates on any sidewalk within the central business district (Aster Street to Legion Street, Coast Highway to the Irvine Bowl Festival grounds), sidewalks adjacent to Pacific Coast Highway, sidewalks on Glenneyre Street from Forest Avenue to Calliope, sidewalks on Cliff Drive from Coast Highway to Beverly Street, the Main Beach Boardwalk, all areas within city parks, or such other areas as may be designated by resolution of the city council.

No person shall operate a skateboard or roller skates recklessly or in such a manner or at such a speed as to cause or threaten to cause injury to him or herself or to others, to generate loud or unreasonable noise, to create an obstruction or to present a hazard to the free use of public property by pedestrians or motorists, or to cause or threaten to cause damage to public property. No person shall operate a skateboard or roller skates on public planters, retaining walls, walls, railings, curbs, barriers or other similar structural features.

(a) 
In the event a person is cited for riding a skateboard while not wearing a protective helmet as required by Section 10.15.040, the enforcement officer may, in his or her discretion, cause the skateboard to be confiscated and held for safekeeping at the police department for a period of one week for the first violation and for a period of thirty days for all subsequent violations.
(b) 
Persons under the age of eighteen shall be accompanied by their parent or guardian in order to have the skateboard released to them following the waiting period.
(c) 
Release of the skateboard shall be on the next available property release day following completion of the waiting period.
