The city council finds and determines that Seal Rock is a unique natural resource which is used as a habitat by the California sea lion and the brown pelican. The council further finds that the presence of people on Seal Rock is disturbing to these rare species of wildlife.

No person shall trespass on that exposed reef, commonly known as Seal Rock, located in the Pacific Ocean along a prolongation of the oceanward terminus of McKnight Drive on a bearing south four degrees zero minutes west at a distance of approximately six hundred feet southerly of the radius point of the cul-de-sac of McKnight Drive.

The director of municipal services shall post appropriate signs regarding Seal Rock to inform the public that trespassing is prohibited and that the wildlife should not be disturbed.

Any person convicted of violation of Section 18.25.020 is guilty of a misdemeanor and shall be subject to a penalty fine of not more than five hundred dollars or by imprisonment in the County Jail for a period not exceeding six months, or by both such fine and imprisonment.
