Except as provided in this chapter, it is unlawful for any person
to leave, beach, or otherwise store a vessel, as defined in this section,
on any public beach overnight. For the purposes of this chapter, the
term "vessel" includes every description of watercraft used or capable
of being used as a means of transportation on water.

Vessels other than motorboats as defined herein which measure
twenty feet or less in overall length, may be left, beached or stored
overnight on any public beach other than Main Beach Park and Heisler
Park. The term "motorboat" includes any vessel propelled by machinery,
whether or not such machinery is the principal source of propulsion.

The provisions of this chapter shall not apply to vessels owned,
maintained or operated by the city.

The director of human services is authorized to and shall establish
rules and regulations for the issuance of permits for the overnight
storage on public beaches of vessels not otherwise excepted from the
operation of this chapter in connection with special organized recreational
boating events.

It is unlawful for any person to launch any motorboat from any
public beach except at areas designated as launching areas by the
city.
