The room designated as the council chambers in the civic center buildings shall be the council chambers of the city council. All meetings of the city council shall be held therein except as otherwise provided by council resolution.

The mayor shall preside at the meetings of the council. If he or she is absent or unable to act, the mayor pro tempore shall serve until the mayor returns or is able to act. In that event, the mayor pro tempore has all of the powers and duties of the mayor.

Each member of the city council shall receive, as salary, the sum of $1,900 per month, which shall be payable from and after the operative date of Ordinance No. 1755. Such salary shall be payable in the same manner as salaries are paid to other officers and employees of the city. Salaries for city council members shall be prorated on the basis of a 30-day month in the event any city council member leaves or assumes office.

The salaries prescribed in this chapter are and shall be exclusive of any amounts payable to each member of the council as reimbursement for actual and necessary expenses incurred by him or her in the performance of official duties for the city.

In the event of a vacancy on the city council, the city council shall fill such vacancy in the manner prescribed by law.
